MoREEFF, Moldova

This project facilitated lending to households and legal entities for residential sustainable energy home improvements. The MoREEFF credit Facility of EUR 35 million was complemented by EU and Sweden grant amounting to approximately EUR 17 million for payment of incentive grants to the Sub-borrowers after verification by IVEL Consult.

IVEL Consult prepared the project loan products; operational procedures and implementation tools; promoted the project together with the participating banks; held many promotional/press event, workshops and meetings with potential Sub-borrowers, public bodies, Eligible Installers and other stakeholders; administered the implementation, selection, verification, monitoring and reporting; ensured that the technical criteria of the Facility were clearly defined, consistently applied and updated; ensured that potential Sub-borrowers and Eligible Installers were informed of the eligibility requirements; loans were processed according to the MoREEFF procedures; established an efficient tracking, monitoring and reporting system.
